TMC Operator Training SMART Operator trainees are oriented into the TMC environment by way of a two-week training program. The training begins with theory; moves on to practical; and concludes in hands-on. A technical overview of ITS includes all the systems used. Each component is covered in detail from design to deployment to operations and maintenance. The mission and vision of the center is clearly conveyed along with the center's role from a local, regional, and statewide perspective. Training consoles are used to allow the opportunity to explore the various software systems away from a live environment. In depth presentations fully explain the benefits, purpose, and functionality of each system. A distinct level of comfort is attained prior to working with the live system in the control center. Regular reviews and testing is used to determine that level. Observing operations allows SMART trainees to familiarize themselves with day-to-day activities prior to the commencement of hands-on experience. Half way into the second week they are ready to begin working side-by-side with an experienced Operator or supervisor. A written test at the end of the training period is a means to identify areas that need further attention. At that time, additional training is provided as needed. Supervisors spend a few hours observing and evaluating the trainees working in the control room. Training comes in many forms and never ends for SMART Operators. Additional cross-training is provided regularly. Twice a year, Road Rangers and TMC Operators spend two full days watching presentations and participating in various exercises as part of the cross-training program. While there's much to learn about safety, communications, and incident response; the training is an opportunity for the TMC Operations staff and Road Rangers to gain insight into the roles and responsibilities of each other and to better understand the challenges faced by each. Making the program even more exciting is that it includes TMC Operations staff and Road Rangers from both Broward and Palm Beach Counties. Additional cross-training is provided by way of a day spent riding as an observer with a Road Ranger; and another working in the field with maintenance personnel. Visits are made to other centers in the region along with one to the FHP communication center. Well-defined attainable goals are set and communicated both for individuals and the team. Individual goals provide SMART Operators a clearly defined career path. As goals are attained progressive promotion will take SMART Operators from trainee to Operator Level I, Level II and to Lead. Periodic reviews are provided in addition to an annual performance appraisal as a way to continuously improve processes in an ever changing environment such as the TMC. SMART Operators are an integral part of the SMART Team. Team success is dependent on the contribution of each member; whether it is an operator turning cameras and identifying potential problems or a manager imparting the knowledge and support needed to make decisions. |
